Representative Austerman moved that the House adopt the Conference                                                              
Committee with limited powers of free conference report (page 2469)                                                             
on CSHB 285(FIN) and SCS CSHB 285(FIN), thus adopting:                                                                          
                                                                                                                                
     CONFERENCE CS FOR HOUSE BILL NO. 285                                                                                       
     "An Act making appropriations for the operating and capital                                                                
     expenses of the state's integrated comprehensive mental health
